Interim Measures for the administration of charges for the use of instruments and equipment of Peking University in order to strengthen the management of the equipment that receives the most inquiries or purchases accessories from customers, give full play to the use efficiency of instruments and equipment, promote resource sharing, and standardize the administration of charges for the use of public scientific and technological resources such as instruments and equipment and experimental environment, according to the relevant provisions of the measures for the administration of instruments and equipment of colleges and universities issued by the Ministry of education, These measures are formulated in accordance with the reasonable cost compensation principle of the 2016 special general manager award of Chinalco for the operation of instruments and equipment

chapter I General Provisions

Article 1 the use of instruments and equipment should give priority to ensuring the completion of the teaching and scientific research tasks of the University. Each college (Department, Institute, center) and the competent department can determine in advance the amount of tasks or machine hours that the instruments and equipment serve the University and the college every year or semester. On the premise of ensuring the completion of the teaching and scientific research tasks of the University, we should encourage the opening of instruments and equipment to the society, realize resource sharing, and improve the use efficiency of instruments and equipment. Article 2 undergraduates and postgraduates of the University use instruments and equipment according to the teaching plan without charging royalties; For the instruments and equipment used in the scientific research work of our university, the machine hour fee can be appropriately charged

Chapter II charging principles and standards

Article 3 the charging standard for the use of instruments and equipment by users in the school should only include the operating cost factors of instruments and equipment: such as water, electricity, gas, reagents, consumables, spare parts, liquid helium, liquid nitrogen and other consumables. Article 4 the charging standard for the use of instruments and equipment by off campus users shall include, in addition to the operating cost factors of instruments and equipment, the daily maintenance and repair costs of instruments and equipment, overtime labor services of instrument and equipment management personnel, laboratory occupancy fees, management fees, etc., with due consideration to the depreciation of instruments and equipment. For units with cooperative relationship or cooperative research, the use fee of instruments and equipment can be reduced or exempted according to the situation after being approved by the competent department.

when formulating the charging standards for the use of instruments and equipment by off campus users, reference should also be made to the charging standards of similar instruments and equipment in scientific research institutions and colleges and universities in Beijing. Article 5 each college (Department, Institute, center) shall establish an instrument and equipment management committee to review and manage the charging standards for the use of instruments and equipment, the use of funds, the employment of instrument management personnel, etc., and timely adjust the charging standards and instrument management personnel according to the use of instruments and equipment. The instrument and equipment management committee is composed of academic experts, instrument experts, users and unit leaders.

for large-scale instruments and equipment with particularly high value and important role in discipline construction, each college (Department, Institute, center) can set up a separate management committee for the management of the instrument

Article 6 for the charging standard of instrument and equipment use fee, the instrument and equipment management personnel shall fill in the application form for instrument and equipment use fee according to the relevant provisions of the measures, and the instrument and equipment management committee of the Institute (Department, Institute, center) shall review the charging standard and put forward opinions, and then report it to the laboratory and equipment management department after stamping. After the laboratory and equipment management department reviews the charging standard, it shall be reported to the school for approval and implementation

Chapter III use and management of charges

Article 7 the use fees of instruments and equipment collected shall be uniformly managed by the laboratory and equipment management department, and the laboratory and equipment management department shall issue bills to users. No unit or individual is allowed to collect the fees for the use of instruments and equipment without permission, nor to hand over the collected fees for the use of instruments and equipment to other departments or units for management.

Article 8 the fees collected for the use of instruments and equipment must be distributed according to the distribution ratio stipulated by the University, and also contain miscellaneous chain examples such as N, O, s, etc. which are used for the operation, maintenance and repair of instruments and equipment, the construction and transformation of laboratories, the expenses of instrument and equipment managers participating in academic conferences, publishing academic papers, and the overtime labor fees of instrument and equipment managers, etc

Article 9 if the instrument and equipment are updated, the originally charged instrument and equipment usage fee shall be transferred to the new instrument and equipment; In case of retirement or job transfer of the original instrument and equipment management personnel, the original instrument and equipment usage fee shall be replaced by the new instrument and equipment management personnel, and the original instrument and equipment management personnel shall not be collectively referred to as polyurethane and can continue to use.

if the instrument and equipment managers retire and the instruments and equipment are scrapped, the remaining funds will be transferred to the public instrument and equipment maintenance account of the school as the instrument and equipment maintenance and repair funds

Chapter IV supplementary provisions

Article 10 fees for the use of experimental environment, such as the use of resources in experimental animal centers and animal breeding, shall be managed with reference to these measures. Article 11 the Ministry of medicine and clinical hospitals shall formulate separate implementation rules with reference to the basic principles of these measures. Article 12 the laboratory and equipment management department is responsible for the interpretation of these measures

Article 13 these measures were discussed and adopted at the 731st president's office meeting on November 24, 2009, and shall enter into force as of the date of promulgation

in order to strengthen the management of instruments and equipment of Peking University and prevent the damage and loss of state-owned assets, these measures are formulated in accordance with the measures for the management of instruments and equipment of Peking University
