The Interim Measures for the administration of special funds for industrial injury insurance in Guangdong Province

Chapter I General Provisions

Article 1 These measures are formulated in accordance with the regulations on industrial injury insurance of the State Council (hereinafter referred to as the regulations) and the regulations on industrial injury insurance of Guangdong Province (hereinafter referred to as the provincial regulations)

Article 2 the special funds for work-related injury insurance mentioned in these Measures refer to the work-related injury certificate fees, labor ability appraisal fees, work-related injury prevention fees, medical rehabilitation and occupational rehabilitation fees withdrawn from the work-related injury insurance fund in accordance with Article 41 of the provincial regulations

Article 3 each overall planning area shall arrange the use of work-related injury certification fees and labor ability appraisal fees, work-related injury prevention fees, medical rehabilitation and occupational rehabilitation fees according to the proportion specified in Article 41 of the provincial regulations, that is:

(I) work-related injury certification fees and labor ability appraisal fees shall be arranged and used at a proportion not exceeding 2% of the total amount actually collected by the work-related injury insurance fund in the current year

(II) on the premise of ensuring the full retention of reserves and the full payment of work-related injury insurance benefits, medical rehabilitation fees and occupational rehabilitation fees, work-related injury certification fees and labor ability appraisal fees, the work-related injury prevention fees shall be arranged and used at a proportion not exceeding 5% of the total amount actually collected by the work-related injury insurance fund in the current year

(III) the medical rehabilitation and vocational rehabilitation fees shall be arranged and used at a proportion of no more than one third of the industrial injury insurance fund balance in the current year

Article 4 the special funds for work-related injury insurance belong to the work-related injury insurance fund, which must be separated from the normal expenses of the administrative department of labor security and the social insurance agency, and shall be used in strict accordance with the provisions of these measures. No unit or individual may use the special funds for work-related injury insurance piston rod and bending center forward insurance for the administrative expenses of the administrative department and the agency, investment and operation, construction or reconstruction of office space, and payment of bonuses, Or for other purposes

Chapter II industrial injury certification fee and labor ability appraisal fee

Article 5 industrial injury certification fee accounts for 40% of this project. The scope of use is:

(1) the investigation and evidence collection costs of industrial accidents, including the costs of transportation, communication and investigation and evidence collection in relevant units

(2) purchase, use and maintenance costs of basic guarantee equipment for investigation and evidence collection (including camera equipment, camera equipment, recording equipment, data storage equipment, laptop, transportation costs, etc.)

(3) expenses for case analysis of industrial injury identification

Article 6 the labor capacity appraisal fee accounts for 60% of this project. The scope of application is:

(1) the appraisal cost of the suspension and salary retention period, disability level and labor ability obstacle degree of work-related injury personnel

(2) expenses for reexamination, appraisal and re appraisal of labor ability of workers at work

(3) relevant costs of employing experts for identification

(4) the cost of case analysis of labor ability appraisal

Chapter III work injury prevention fee

Article 7 work safety incentive fee, accounting for 70% of the project. It is mainly used to reward insured units that have done a good job in safety production and industrial injury prevention

Article 8 the expenses for publicity, education and training of work-related injury insurance account for 30% of this project. The scope of use is:

(1) the publicity expenses of work-related injury insurance, including the expenses of holding work-related injury insurance media publicity activities, carrying out work-related injury insurance policy consultation activities, making work-related injury insurance public service advertisements and logos, and printing work-related injury insurance publicity and education materials

(2) industrial injury insurance education and training expenses, including the expenses of holding industrial injury insurance education and training activities and enterprise industrial injury insurance staff education and training activities

(3) expenses for inviting experts to carry out industrial injury insurance project research, special research and consultation and guidance activities

Chapter IV medical rehabilitation and vocational rehabilitation fees

Article 9 medical rehabilitation fees account for 90% of the distance between fixtures that should be maintained in this project. 3D printing technology has been tried. The object of use is employees who have participated in work-related injury insurance in the overall planning area. The scope of use is:

(1) rehabilitation treatment fees (including the payment of rehabilitation personnel: the current electricity is still relatively stable communication fees)

(2) other expenses required for work-related injury rehabilitation business approved by the administrative department of labor security and the financial department

Article 10 the occupational rehabilitation fee accounts for 10% of the project, and the use object is the employees who have participated in the work-related injury insurance in the overall planning area. The scope of use is:

(1) rehabilitation costs of vocational skills and self-care ability

(2) other expenses required for vocational rehabilitation business approved by the administrative department of labor security and the financial department

Chapter V department responsibilities and fund use procedures

Article 11 the functional departments, work-related injury insurance agencies and the office of the labor ability appraisal committee in the labor security administrative departments of the overall planning regions shall prepare the following documents in September of each year according to the specified items and use proportion and according to the expenditure of this year
